In a large bowl, combine Pakora Mix with ½ C (125 ml) hot water and lemon juice. Let stand 5 minutes.
Season fish with salt; fold into mixture along with zucchini.
Preheat large fry pan over medium heat; add oil. Using a tablespoon, drop batter into pan; flatten slightly. Cook until golden on both sides. Serve with tartar sauce, Lemon Dilly Dip, or your favourite aioli.
Hot tip: Make tartar sauce by stirring chopped pickles or capers into prepared Lemon Dilly Dip.
